PPCDL Practical Test – Points System/Test Sheet Requirements

PPCDL Practical Boat Handling Assessment
The session is about 1-2 hours duration involves boat handling followed by an Oral session testing on Collision avoidance etc.
 Please be properly attired & punctual. A briefing will be carried out before going to sea.
 Candidates who accumulated 20 or more point constitute a failure. The demerit points are indicated below:
Overall hull condition check  (6 parts to be check. Starting from forward portside to starboard side to the aft section) 2
Safety equipment check  (12 items, 6 items inside the container 6 items in the boat) 3
Passenger check  (check everyone is wearing the lifejacket and seated) 2
Lookout appointed (U must appoint a lookout to check the stern surrounding is clear before unberthing) 3
Boat Licence check (3 items: 1 Boat registration number. 2 Carrying capacity, 3 Expiry date of licence) 3
Mooring lines check (always let go the stern line first then let go the forward line) 3
2. STATING THE ENGINE. (make sure the kill switch wire is attached & throttle lever in neutral position, then only the engine will start)
Propeller check (press the up/down button at the throttle lever to bring up/down the propeller, to check if its clear & free) 3
Fuel oil check (to check the container contents, 1 lift the container to check the weight, 2 open the cap to check the contents) 3
Throttle position & steering check (1 turn the steering wheel. 2 shift the throttle lever forward, neutral reverse & then shift to neutral) 3
Starting the engine.(1 attach the the Kill Switch wire into the catch. 2 throttle lever in neutral position) 3
Engine cooling check. (after starting the engine, turn the engine and check the water cooling system, must flow continuously) 3
3. UNBERTHING THE BOAT. (when unberthing always go astern to bring out the boat) (look out assistant must be appointed)
Surrounding check. (ask your lookout to check the stern surrounding is clear before unberthing the boat) 3
Steering control. (both hands to be on the steering wheel & steer in a straight direction) 3
Engine speed control.(always use minimum speed, no wake zone in the mariner area, unless the tester ask u to increase the speed) 3
Cast of before starting the engine. (always start the engine first then let go stern line, let go forward line, then cast off) 3
Hard knock onto the jetty. (part of the boat hitting hard onto the jetty when coming alongside) 5
Lookout maintained. (appoint lookout to watch if there are other boats in vicinity, floating objects etc) 3
Appropriate speed. (always maintain minimum speed unless ordered to increase the speed) 3
Steering ability. (must try to steer the boat in a straight direction, always keep to the starboard side of the channel) 3
One hand steering the boat. (both hands must always be on the steering wheel) 3
Failure to give way to other vessels. (if U encounter other boats and not sure what to do, reduce the speed or stop the engines) 20
Inappropriate immediate action.(always check which side the lifebuoy is being thrown, e.g. portside. 1 say out “man-overboard portside,
lookout keep an eye on the MOB portside’ . 2 Turn the boat towards the portside. 3 align the bow of the boat towards the lifebuoy.
and reduce speed to the minimum. 4 “lookout standby to pickup MOB on the starboard side” 3
Unable to stop the engine before picking up the MOB. (engine must be in stop position, only the lookout can pick up the MOB) 5
Failure to retrieve the MOB lifebuoy. (if unable to retrieve the MOB immediately turn boat and try again, don’t wait, this u must try to do) 20
Collided with the MOB. (if the bow hit directly on the lifebuoy) (about 3m – 4m from lifebuoy make a slight turn to port to avoid this) 20
Short or Over berthing towards the jetty. (give the engine a slight kick to bring the boat length within the jetty length) 5
Hard berthing.(never mind, try & bring the boat alongside using the engines with minimum speed) 5
Improper way of securing the boat. (ask your assistant to secure the figure of 8 onto the cleat when alongside) 5
Using your hand to stop the boat movement. 5
Failed to berth the boat. (do the corrective action & try again to bring the boat alongside again, don’t wait do it straight away) 20
Collided with the jetty. (if the bow of the boat hit the jetty directly, try to avoid this by trimming your turning & speed control) 20
Buoys and Light Houses. 10
Assessing risk of collision. (if the compass bearing does not change appreciably) 7
Action taken during head on situation. (alter course to starboard & pass port to port) 5
Action taken during crossing situation. (always give way to any vessel on your starboard side) 7
Action taken when overtaking another vessel. (sound signals when overtaking) 5
Action taken when navigating in a narrow channel or fairway. (always keep to the starboard side & use sound signals) 5
